Constable Don Montague


Don began his law enforcement career in 1967 with the Texas Highway Patrol. He went to work for the Hays County Sheriff’s Office in 1987 serving as Patrol Deputy, Patrol Sergeant, Narcotics Lieutenant, Patrol Captain, SWAT Commander, and Chief Deputy. 


He was elected Hays County Sheriff in 1996 and reelected in 2000 and 2004. Don retired from the Sheriff’s Office and became Director of the Advanced Law Enforcement Rapid Response Training Center (ALERRT) at Texas State University. In August of 2020, Don was appointed Hays County Constable Precinct 3 and was elected the following November. 


Don received his education through Texas State University, where he earned his Master of Science in Criminal Justice in 2005. He also completed and earned certification as Master Peace Officer and Instructor with the Texas Commission on Law Enforcement (TCOLE).


Don has been recognized for his many years of outstanding service and dedication to law enforcement and public office by receiving the Bert Ford Award, presented to him by Governor George Bush and the Texas Alcoholic Beverage Commission. He also received the Presidential Award by Central Texas Crime Prevention, and Texas Crime Prevention Manager of the Year. In 2019, he was awarded the Alumni Lifetime Achievement Award, School of Criminal Justice, by Texas State University. He received the Patriot Award at the 2023 911 Memorial Service.


Though Don’s professional affiliations and community involvement are vast and long the one thing that holds true is his love for the community he serves. 


Sergeant Donny Torres 


Sergeant Donny Torres has served Hays County Precinct 3 Constable Office since 2016. Sgt. Torres has 20 years in law enforcement, having served 11 years with the West Lake Hills Police Department, and two years as a Patrol Officer with the Gonzales Police Department. 


Sgt. Torres received his Bachelor of Science Degree in Homeland Security from Liberty University in 2018. Sergeant Torres also received his Master’s Degree in Business Administration from Liberty University in 2022. He is currently pursuing a second Master's Degree at Texas A&M University (Master of Science-Information Systems) Mays Business School, Class of 2026.


In November 2017, Sgt. Torres received his Master Peace Officer Certification. In 2018, Sergeant Torres received an Academic Recognition Award from the Texas Commission on Law Enforcement. He was recognized and honored with Deputy of the Year in 2018. Sgt. Torres completed the Texas Constable Leadership Training through LEMIT in Huntsville, Texas. 


Sgt. Torres strives to uphold the oath he took to preserve, protect, and defend the citizens of Hays County, with honesty, loyalty, and integrity.

Corporal Tommy McGreevy


Corporal Tommy McGreevy has been a Peace Officer for more than 10 years in Hays County. He holds an Advanced Peace Officer License and has completed more than 2,000 hours of training. 


He received his education from Blinn College and associations include Justice of the Peace and Constables Association of Texas (JPCA). 


Certificates and proficiencies include mental health officer, court security specialist and field training officer. 


He has prior experience with the Hays County Sheriff's Office as a patrol deputy and mental health officer (2013-21).

Deputy Cody Cheatham


Deputy Cody Cheatham has been a Peace Officer for more than 14 years. He has completed more than 2773 hours of training and holds an Advanced Peace Officer License. He  received his education from Hill College and Texas State University.


Cody is a member of the following associations:

Prior to working for the Constable Pct. 3 Office, Cody was a Hays County Sheriff's Office Patrol Deputy.

Deputy Frank Cheatham


Deputy Frank Cheatham has 19 years of Law Enforcement experience and more than 1,600 hours of TCOLE training. He also an Intermediate Peace Officer. Prior to working for the Constable Pct. 3 Office, he was a Corporal with Hays County Sheriff’s Office and a Corporal with the Constable Pct. 1 Office.

Deputy Michael Fuentes


Deputy Constable Michael Fuentes joined the Hays County Precinct 3 Constable in 2023. He previously served with the Hays County Sheriff’s Office, from 2009 to 2021 as a Corporal in Corrections. He also served with Austin Community College Police Department from 2021-2023. 


Deputy Fuentes was a former President of the Hays County Law Enforcement Association (2017-2019). 


Deputy Fuentes holds the following Texas Commission on Law Enforcement (TCOLE) certifications: 

  • Basic Instructor Proficiency (2014), 
  • Field Training Officer (2014), 
  • Spanish bilingual (2014), 
  • Background Investigator (2016), 
  • Less Lethal Impact and Chemical Weapons Instructor (2016),

  • Basic Peace Officer License (2020),
  • School-Based Law Enforcement Certified (2021).

Deputy John Shellhorn


Deputy Shellhorn has served the Hays County Constable Precinct 3 Office since 2017. 


With nine years of Law Enforcement background, Deputy Shellhorn has also completed and earned certification as an Advanced Peace Officer with the Texas Commission on Law Enforcement. 


In addition to his training in Mental Health, Deputy Shellhorn continues to serve and assure that the citizens of Hays County and the surrounding counties are met with the utmost respect and dignity when encountering the areas of Civil Process. 

   

Deputy Shellhorn is an officer who strives to uphold the Oath he took, to preserve, protect, and defend the citizens of Hays County, with honesty, loyalty, and integrity.

Deputy John Zamora


Deputy John Zamora has been a Peace Officer for more than four years in Hays County. He holds an intermediate Peace Officer License and has completed more than 1,500 hours of training.


He received his education from Southwest Junior College.


Associations include: Justice of the Peace and Constables Association of Texas (JPCA).


Certificates and proficiencies include mental health officer and field training officer. 


He has prior experience in the Caldwell County Sheriff's Office as a corrections officer (2017-19) and city of Buda as a patrol officer (2019-23).

Deputy John Sylvester



Deputy John Sylvester has been in law enforcement for eight years. He has completed more than 2,400 hours of training and holds a Peace Officer License and Jailers License.


He received an education from Austin Community College and the University of Texas.


Associations include the Combined Law Enforcement Association of Texas (CLEAT).


Certificates and proficiencies include jailers license, peace officer, court security specialist and advanced law enforcement rapid response, active attack incident response instructor.


He has prior experience at the Hays County Sheriff's Office as a patrol deputy and corrections officer, the Travis County Sheriff's Office as a corrections officer and the Texas Army National Guard as an infantry team leader.

Deputy Travis Brown



Deputy Travis Brown has been a Peace Officer for more than seven years in Hays County. He holds an Advanced Peace Officer License and has completed more than 4,000 hours of training.


He received an education from Wimberley High School and the U.S. Marine Corps. 


Associations include the Justice of the Peace and Constables Association of Texas (JPCA).


Certificates and proficiencies include civil process proficiency, instructor, firearms instructor, IPMBA bike patrol certification and new supervisor course.


He has prior experience as a reserve deputy for the Hays County Constable Pct. 3 Office (2010), Hays County Constable Pct. 1 Office (2011-13), Hays County Constable Pct. 3 Office (2013-17) and Hays County Constable Pct. 3 Office (2024-present).

Alexandria Nombraña


Alexandria is a San Marcos native who grew up here in Hays County and graduated from San Marcos High School. She pursued higher education after high school attending Austin Community College to obtain a degree in Criminal Justice. Alexandria transferred to Texas State University and graduated with a Bachelor of Science Degree in Criminal Justice in 2020. Alexandria has a strong interest in obtaining her master’s degree in business administration soon.


Alexandria began her career with Hays County in 2021 with Precinct 1 Justice of the Peace as a Justice Court Clerk. Later that year, Alexandria transferred to the Hays County Constable Office Pct. 3 as our Justice Administrator. 


Alexandria’s responsibilities are ensuring civil processes when received are entered and assigned to deputies. She is responsible for administrative financial reports, and off-duty monthly reports, and assists with racial profiling reports and the office budget. Alexandria is a vital part of our office and is a major asset to our agency.
